The Council Special Meeting of Greenwich Council on Monday 7 September 2026 unanimously agreed to appoint Rickardo Hyatt as the new Chief Executive and Head of Paid Service. The meeting also included a moment of reflection and solidarity with the people of Nepal following devastating floods.

Appointment of Chief Executive and Head of Paid Service

The council formally agreed to appoint Rickardo Hyatt as the new Chief Executive of the Council and designated him as the Head of Paid Service. This decision followed an extensive recruitment process, which included external consultants and a five-stage interview process, where Mr Hyatt was reportedly the top candidate at every stage. Councillor Anthony Okereke, Leader of the Council, moved the recommendations, highlighting that the appointment was a unanimous decision from the interview panel, which had all leaders of the Council's political parties on the panel. He stated that Mr Hyatt demonstrates the leadership capability, strategic vision, and the values required to lead the Council through its next phase of development.

Councillor Tamasin Rhymes, Leader of the Green Group, echoed these sentiments, stating that the appointment was a really strong appointment and expressing hope for what the new Chief Executive would achieve. Councillor Charlie Davis, Leader of the Conservative Group, also congratulated Mr Hyatt, welcoming him to what I'm sure you will quickly discover is the best borough in London. He acknowledged the challenging times for local government, including significant financial pressures, and expressed a willingness to engage constructively on changes that deliver better services and value for taxpayers.

The Director of Human Resources, in consultation with the Monitoring Officer, has been authorised to finalise all necessary contractual and legal processes for the appointment. The report outlining the appointment noted that this decision aligns with the Council's missions to be an adaptive, efficient, and effective organisation, and a great place to work. The previous Chief Executive, Debbie Warren, was acknowledged for her immense contribution to Greenwich, with members agreeing to pay further tribute to her at a later meeting.

Mayor's Announcements and Solidarity with Nepal

The meeting began with Mayor David Gardner making an announcement regarding the devastating flooding in the Rasuwa district of Nepal and parts of Tibet. He expressed deep sadness at the loss of life and the number of people missing, noting that Greenwich is home to the largest Nepali community in London and a significant Tibetan community. The Mayor stated that the council would be undertaking an initiative to mark the tragedy.

Councillor Jit Ranabhat, representing residents of Royal Greenwich and of Nepali heritage, spoke movingly about the disaster, which occurred on 26 August 2026. He detailed the destruction caused by flash floods along the Botikwosi and Trishuli River valleys, resulting in over 1,250 deaths, including British citizens, and thousands missing. Councillor Ranabhat emphasised the personal impact of the tragedy on many Greenwich residents with family and friends in Nepal. He highlighted the long-standing friendship between Nepal and the UK, and the valuable contributions of the Nepalese community to the borough.

Councillor Anthony Okereke, Leader of the Council, thanked Councillor Ranabhat for his speech and pledged that the council would hold a vigil to support the Nepalese community. He also announced that the council would circulate information on any fundraising processes to enable financial support for rebuilding efforts. The council members then stood to pay their respects to those affected by the disaster.
