Application for a New Premises Licence at Rajdhani Express

The primary item scheduled for discussion is an application for a new premises licence for Rajdhani Express, located at 616 Kingsbury Road, NW9 9HN. The applicant, Shubh & Janki Ltd, seeks to provide the sale of alcohol from 11 am to midnight, Monday to Sunday, along with late-night refreshment and to remain open until 2 am, Monday to Sunday.

The report pack details that representations have been received and withdrawn from the Police and Licensing Officer. However, a representation remains outstanding from a local resident. This resident has formally objected to the application on the grounds of the Prevention of Public Nuisance, citing concerns about the current outdoor stall layout, groups congregating outside the premises, and the potential for increased anti-social behaviour, street drinking, and litter.

The applicant, Shubh & Janki Ltd, has responded to these concerns, stating that alcohol will be sold from inside the restaurant only and will be ancillary to food. They have also proposed additional security measures, including the employment of a security guard and the installation of CCTV cameras. The applicant has committed to maintaining the area immediately outside the premises and taking steps to prevent litter.

The Police, represented by PC Brendon McInnes, initially made representations concerning all four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. They outlined several conditions that, if agreed, would lead to the withdrawal of their representations. These conditions include requirements for a comprehensive CCTV system, staff training on age-restricted sales, an incident log, a personal licence holder on duty at all times alcohol is sold, and restrictions on high-strength alcohol and vertical drinking. The applicant has agreed to these conditions, and the Police have subsequently withdrawn their representations.

These conditions aim to address the licensing objectives and have been agreed upon by the applicant and the Licensing Authority.
