The Alcohol & Gambling Licensing Sub-Committee of West Northamptonshire Council met on Thursday 10 September 2026 to consider a new premises licence application. The application, submitted by Mr Vinayagamoorthy Satheeskannan, sought permission for the sale of alcohol for consumption off the premises and for late-night refreshment.

Initially, the applicant had proposed 24-hour opening times and alcohol sales, with late-night refreshment from 23:00 to 05:00. However, these proposed timings were subsequently reduced following discussions with Northamptonshire Police. The revised proposed hours for late-night refreshment are Monday to Sunday, 23:00 to 00:00, and for the sale of alcohol (off the premises), Monday to Sunday, 06:00 to 00:00. The premises would be open to the public from 06:00 to 00:00, Monday to Sunday.

The report pack indicated that no representations were received from responsible authorities. However, relevant representations were received from members of the public. These representations raised concerns regarding the potential for noise nuisance, which could impact the licensing objective of the prevention of public nuisance. The report noted that the sub-committee was asked to determine the application in accordance with the Licensing Act 2003¹, having regard to the promotion of the licensing objectives and the representations received.

The report outlined the steps the sub-committee could take, which included granting the licence subject to conditions, excluding a licensable activity, refusing to specify a designated premises supervisor, or rejecting the application. The report also detailed the legal implications, including the requirement to promote the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.

The report pack included appendices detailing the application itself, amendments suggested by the Police, and the representations received from members of the public. These public representations expressed significant concerns about the potential for increased crime and disorder, anti-social behaviour, litter, and road safety issues, particularly given the premises' location in a residential area and its proximity to local schools. Some representations highlighted a history of crime and disorder at the premises when it previously operated as a One Stop shop.

The sub-committee was also scheduled to consider the exclusion of the press and public from the meeting for certain items of business, should members decide that exempt information would be disclosed.
