The Miscellaneous Licensing Sub-Committee of Tendring Council met on Wednesday 16 September 2026 to discuss several licensing matters. The committee decided to suspend an individual's Hackney Carriage/Private Hire Driver Licence for four months and granted an individual's application for a Hackney Carriage/Private Hire Driver Licence subject to the submission of outstanding documentation. Two other licence review matters were deferred to enable officers to arrange for the individuals concerned to attend the next meeting of the Sub-Committee.
Licence Reviews and Applications
The committee considered a report concerning the review of a Hackney Carriage Driver and Vehicle Licence. The decision was made to suspend the individual's Hackney Carriage/Private Hire Driver Licence for four months. The licence holder has the option to appeal this decision to the Magistrate's Court within 21 days or accept the immediate commencement of the suspension.
In relation to an application for the grant of a Hackney Carriage/Private Hire Driver's Licence, the committee resolved to grant the application. However, this grant is conditional upon the applicant submitting outstanding documentation, including an enhanced Disclosure and Barring Service (DBS) check, a medical assessment, passport-sized photographs endorsed by a GP, a certificate of character reference, a BTEC/PATS Certificate, proof of National Insurance Number, a Child Sexual Exploitation Certificate, a Taxi Drivers Assessment Certificate, and confirmation of immigration/right to work status.
Two further matters, both involving the review of Hackney Carriage/Private Hire Driver and Hackney Carriage Vehicle Licences, were deferred. The committee unanimously resolved to postpone consideration of these items to allow officers to arrange for the individuals concerned to attend the next meeting of the Sub-Committee.
The meeting also included the confirmation of minutes from previous meetings and the exclusion of the press and public for the consideration of exempt information, as is standard practice for such licensing matters. Councillor J Henderson chaired the meeting, with Councillor Dan Casey serving as Vice-Chairman.
