Summary

Open Council Network is an independent organisation. We report on Carmarthenshire and are not the council. About us

The Licensing Sub-Committee B of Carmarthenshire Council met on Wednesday 23 September 2026 to consider an application to vary a premises licence for Chick King, located at 32 Lammas Street, Carmarthen. The committee unanimously resolved to grant the variation application on the terms and conditions agreed between the applicant and the responsible authorities.

Variation of Premises Licence for Chick King

The Licensing Sub-Committee B considered an application to vary the premises licence for Chick King, located at 32 Lammas Street, Carmarthen. The applicant, Dogan Ozyurt, sought to:

  • Reduce Late Night Refreshment hours on Thursdays to 23:00 - 00:00 and Fridays to 23:00 - 01:00.
  • Increase Late Night Refreshment hours on Saturdays, Bank Holidays, Boxing Day, and New Year's Eve to 23:00 – 04:30.
  • Remove the requirement for door supervisors on Friday nights.

The Sub-Committee was informed that the responsible authorities, including the Licensing Authority, Environmental Health, and Dyfed-Powys Police, had made representations regarding the application. However, the applicant had agreed to all the additional licence conditions proposed by these authorities. The remaining responsible authorities did not make any representations.

The applicant, Dogan Ozyurt, presented oral representations explaining that the requested amendments were to align the licence with customer demand and accommodate higher customer numbers on specific trading days.

In reaching its decision, the Sub-Committee noted that the premises had been licensed since 2005 and had received six warning letters, the most recent on 22nd July 2026, primarily concerning door supervisors. Crucially, no complaints or referrals had been received by the Licensing Authority regarding the premises since 2016.

The Sub-Committee acknowledged that the premises is located on Lammas Street, which is identified in the current Statement of Licensing Policy as a Cumulative Impact area and a Crime and Disorder hotspot. Despite this, none of the responsible authorities objected to the application.

The Sub-Committee attached significant weight to the views of the responsible authorities, recognising their expertise in matters relating to crime and disorder and public nuisance. They stated that their decision must be based on real evidence and that concerns or fears not supported by evidence were not relevant considerations.

Based on the evidence presented, the Sub-Committee was satisfied that granting the application would not undermine the licensing objectives. They concluded that the terms and conditions agreed upon by the applicant and the responsible authorities were appropriate and proportionate. Therefore, the application for the variation of the premises licence was unanimously granted.
