The Planning Committee of Kingston upon Hull Council met on Tuesday 15 September 2026. The meeting was scheduled to discuss the Buildings at Risk Review and the Georgian New Town Conservation Area.
Buildings at Risk Review
The committee was scheduled to receive an update on actions being completed for entries on the Council's Building at Risk Register (BARR). The report recommended that the Hennebique Building be removed from the BARR and that Rockliffe House on Beverley Road be added.
Georgian New Town Conservation Area
A report was presented recommending the publication of a new Character Appraisal and Management Plan (CAMP) for the Georgian New Town Conservation Area (GNTCA). It was also recommended that an Article 4 Direction be introduced to manage changes to external joinery within the conservation area. Public consultation had been completed on these proposals, and relevant feedback had been received and considered, with the proposals receiving overall support. The CAMP introduces guidance on the significance of the built environment of the Georgian New Town Conservation Area, and additional planning controls are proposed which would introduce requirements to apply for planning permission to change doors and windows. It was not identified that the proposals would introduce any additional impact upon an individual or group with a protected characteristic.
