The Full Council of Kingston upon Hull Council is scheduled to convene on Thursday, 17 September 2026, with a number of motions and statements on the agenda. These include discussions on Houses in Multiple Occupation (HMOs), the Bus Service Improvement Plan (BSIP), local democracy in planning, and infrastructure delivery.
Leader's Statement
The Leader of the Council is scheduled to deliver a statement, with opportunities for leaders of political groups represented on the Council to respond.
Questions to the Leader and Cabinet
Members of the Council will have the opportunity to ask written questions to the Leader of the Council, Members of the Cabinet, Chairs of Committees, and other designated individuals. This session is allocated up to 40 minutes, with individual questions and responses limited in time. Supplementary questions may also be permitted.
Motions on Notice
Several motions are scheduled for consideration:
Houses in Multiple Occupation (HMOs)
Councillor McMurray is scheduled to move a motion concerning Houses in Multiple Occupation (HMOs). This topic is also addressed in a separate motion by Councillor D. Graham regarding the Hull Local Plan 2016 to 2032, which also focuses on HMOs.
Bus Service Improvement Plan (BSIP)
Councillor Thompson is scheduled to move a motion related to the Bus Service Improvement Plan (BSIP). This plan aims to enhance bus services within the region.
Protecting Local Democracy in Planning
Councillor Ross is scheduled to move a motion focused on Protecting Local Democracy in Planning.
Delivering Infrastructure More Efficiently
Councillor Ieronimo is scheduled to move a motion concerning Delivering Infrastructure More Efficiently.
The meeting will also include civic and procedural items, such as receiving apologies, declarations of interest, and approving minutes from the previous meeting held on 16th July 2026. The composition of political groups and membership of committees, joint committees, and external bodies are also listed on the agenda. Any petitions submitted will also be considered.
