The Members Home to School Transport Appeals Panel met on Wednesday 30 September 2026 to consider an appeal regarding free school transport. The panel unanimously resolved to uphold the appeal submitted by applicant E.S. for free home to school transport.
Appeal for Free School Transport
The panel considered an appeal by applicant E.S. against the authority's decision not to provide free school transport. The appeal concerned transport to a school that was not the nearest or LEA designated school for the home address, and therefore did not meet the criteria outlined in the Council's policy for the provision of assistance.
Following a public interest test, the panel resolved to exclude the public from this part of the meeting due to the exempt information contained within the report, which related to the personal details of the applicant and their family. The panel determined that while disclosure would support transparency, the public interest in maintaining confidentiality outweighed the public interest in disclosure to protect the applicant's identity.
The panel reviewed the written representations from the appellant and the observations of departmental officers, taking into account the individual circumstances of the case. Ultimately, the panel unanimously resolved to uphold the appeal submitted by E.S. for free home to school transport.
The meeting was attended by Councillor E.G. Thomas (Chair), Councillors G. Davies, W. Evans, and M. James. Also present were S. Rossiter (Assistant Solicitor), A. Evans (Operations Manager - Passenger Transport), K. A. Phillips (Passenger Transport Policy & Development Manager), G. Thomas (Assistant Schools Admissions Officer), and K. Evans (Democratic Services Officer). K. James, a Solicitor, was observing the meeting.
The minutes of this meeting are subject to confirmation at the next meeting.
