The Licensing Sub-Committee of Redbridge Council met on Thursday, 1 October 2026, to consider an application for a new premises licence for Lodos Food Hall. The meeting's agenda focused primarily on this application, including the procedure for licensing hearings and the specific details of the Lodos Food Hall application.
Application for a New Premises Licence: Lodos Food Hall
The primary item scheduled for discussion was the application for a new premises licence for Lodos Food Hall, located at 718 High Road, Goodmayes, Ilford, IG3 8RS. The application, submitted by Hayrettin Cavusoglu, sought permission for the retail sale of alcohol for consumption off the premises, with proposed operating hours from 07:00 to 23:00, Monday to Sunday. The premises is described as a convenience store.
The report pack indicated that the applicant had proposed a schedule of conditions to promote the licensing objectives, and the Licensing Enforcement Team had agreed on additional conditions. However, seventeen individual representations were received from other persons opposing the application, citing potential negative impacts on all four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.
The report outlined the procedure for licensing hearings, which would involve an officer presenting a factual summary, followed by the applicant's case and then the case of any interested parties making representations. The sub-committee would then consider summing up before making a decision in private.
The report also detailed the legal and policy considerations relevant to the application, including the Licensing Act 2003 and the Council's Statement of Licensing Policy. Specific attention was drawn to the policy regarding the Challenge 25
scheme for preventing underage sales and the framework hours for off-licensed premises in the Goodmayes area, noting that the application sought hours beyond these recommendations. The report also touched upon the implications of the Equality Act 2010 and the Human Rights Act 1998.
The report pack included appendices detailing the application form, premises layout plans, agreed conditions, and representations received. The representations from residents highlighted concerns about increased anti-social behaviour, noise, litter, and potential risks to children due to the proposed hours and location within a residential development. Specific concerns were raised about the proximity to communal areas, children's play spaces, and the potential for increased loitering and crime.
The sub-committee was presented with several options for their decision: to grant the application, grant it with additional conditions, grant it in part only, or reject the application. The decision was to be communicated to the parties within five working days.
