Open Council Network is an independent organisation. We report on Carmarthenshire and are not the council. About us
The Cabinet Member for Resources was scheduled to consider a report on Pistyllcelyn Farm in Llanarthney. The meeting was also scheduled to address council tax discretionary discounts and the management of council-owned farms.
Pistyllcelyn Farm, Llanarthney
The Cabinet Member for Resources was scheduled to consider a report concerning Pistyllcelyn Farm, located in Llanarthney, Carmarthenshire. The report was expected to present three options for the farm's future, along with their respective advantages and disadvantages. Following initial consideration, the Cabinet Member was scheduled to request an amended report. This amended report was intended to include an additional option that would detail the costs and viability of retaining Lots 1 and 2 of the farm while disposing of Lot 3. The press and public were not scheduled to be entitled to attend this part of the meeting, as the report was considered to contain exempt information.
Council Tax Discretionary Discounts
A report detailing applications for discretionary discounts on Council Tax was scheduled to be considered. These discounts are powers granted to local authorities, allowing them to offer reductions beyond existing statutory provisions, effective from April 2004. While the Head of Financial Services was delegated authority to determine applications within specific criteria, those outside these parameters were to be decided by the Cabinet Member for Resources. The report was expected to outline specific cases where exceptions to premium charges were requested.
Council Farm Estate Management
The Cabinet Member for Resources was scheduled to review reports concerning the management of properties within the Council's Farm Estate portfolio. This included discussions on Bremenda Uchaf Farm and Lanfro Farm, both located in Llanarthney and St Clears respectively. For each farm, two options for consideration were scheduled to be presented, along with their associated advantages and disadvantages. The reports were expected to contain exempt information, with the public interest in maintaining confidentiality outweighing the public interest in disclosure to avoid potential financial harm to the Council in negotiations.
Irrecoverable Accounts - Housing Benefit Overpayments
A report detailing two cases of housing benefit overpayments identified as irrecoverable was scheduled to be considered. The report was expected to confirm that recovery procedures had been exhausted and that there was no likelihood of payment being secured. Consequently, it was considered appropriate to write off these accounts. The report was also expected to contain exempt information, with the public interest in maintaining confidentiality outweighing the public interest in disclosure to protect the individuals concerned.
