The Appeals Sub-Committee (School Transport) of Wiltshire Council met on Tuesday 6 October 2026 to consider a school transport appeal. The panel accepted the officer's report that there was no lawful obligation to provide transport, but agreed to make a discretionary decision to depart from policy based on the particular medical and personal circumstances presented. As a result, home-to-school transport will be provided temporarily for two children.

School Transport Appeal

The committee heard an appeal regarding home-to-school transport for two children. The officer's report indicated no lawful obligation to provide transport as the current school was not the nearest suitable option. The panel considered the personal circumstances presented by the appellant and agreed to make a discretionary decision to depart from policy. Home-to-school transport will be provided temporarily from the family home to the current school for both children. This provision will continue until the end of the academic year 2026/2027, or until the mother is able to provide home-to-school transport during the current academic year.

The meeting was attended by Cllr Ben Reed, who was elected as Chairman for this appeal, Cllr Peter Wragg, and Cllr Dave Lumsden. Tazril Tamin, Manager of Education Transport Entitlement, Allison Thiele-Callan, Solicitor, and Kneilia Allison-Brown, Senior Legal Assistant, were also present. The minutes of the previous School Transport Appeal meeting held on 15 September 2026 were presented and it was resolved to approve them as a true and correct record. The panel also resolved to exclude members of the press and public for the discussion of the school transport appeal, in accordance with section 100A (4) of the Local Government Act 19721, as it was likely that exempt information would be disclosed.
