Open Council Network is an independent organisation. We report on Kingston upon Hull and are not the council. About us
The Overview and Scrutiny Management Committee was scheduled to consider updates on the council's revenue budget, the establishment of a new framework for learning and skills provision, and the procurement of waste disposal and treatment contracts. The committee was also scheduled to review its work programme and outstanding actions.
Revenue Budget Monitoring 2026-27
The committee was scheduled to receive the second formal report on the revenue budget monitoring position as at period 5 (August 2026). This report was expected to provide explanations for material variances from the budget, year-end projections, and outline management actions being taken. Projections at this stage indicated a potential year-end overspend of £8.3m on the General Fund, with significant pressures identified in Adult and Children's Social Care. The report was also scheduled to detail the projected in-year deficit for the Dedicated Schools Grant (DSG) of £17.9m and a £1.3m pressure on the Housing Revenue Account (HRA). The report recommended that members note the projected General Fund overspend, approve variations to the Children and Adult services budgets, and continue to minimise costs throughout the remainder of the financial year.
Provision of Learning, Skills and Training – PA23 Establishment of Light Touch Open Framework
The committee was scheduled to undertake pre-decision scrutiny on the establishment of a light touch Framework for the provision of Learning and Development services under the Procurement Act 2023 (PA23). The report sought authorisation to establish this framework, which was planned to operate for eight years. The proposed framework aims to replace the current dynamic purchasing system and provide a proportionate, transparent, and flexible mechanism for commissioning education and skills-based services. The report highlighted that the framework would support economic growth and skills development, improve organisational capability, and enable flexibility and innovation. It was recommended that the council approve the ending of the current dynamic purchasing system and the establishment of the new framework.
Waste Disposal and Treatment Contracts 2030
The committee was scheduled to consider and agree the commencement of a procurement process for Waste Disposal and Treatment Contracts on behalf of Hull City Council and East Riding of Yorkshire Council. These proposed contracts were scheduled to be established for a duration of 10 years from 1 April 2030, with options to extend for up to two further 5-year periods. The current contracts were due to expire on 31 March 2030. The report indicated that the projected total contract cost for the maximum 20-year period was approximately £412m. The recommendations included undertaking a joint procurement process with East Riding of Yorkshire Council, which was considered the preferred option due to potential economies of scale and shared expertise.
Work Programme
The committee was scheduled to consider and agree its work programme for the upcoming period. This would involve reviewing the planned items for future meetings and ensuring that the committee's agenda aligned with its responsibilities and priorities.
Outstanding Actions
The committee was scheduled to review a list of outstanding actions from previous meetings. The purpose of this item was to ensure that these actions were being addressed in a timely manner and to track progress on previously agreed items.
