The Licensing Act 2003 Sub-Committee of Waltham Forest Council is scheduled to consider an application for a premises licence for Wraps & Wings. The meeting will also cover procedural matters related to licensing sub-committees.
Grant of a Premises Licence for Wraps & Wings
The primary focus of the meeting is expected to be the consideration of an application for a premises licence for Wraps & Wings, located at 23 Shernhall Street, London, E17 3EY. The application, submitted by Food Crave Limited, seeks permission to provide late-night refreshment between 11:00 PM and 3:00 AM daily.
The report pack indicates that nineteen representations have been received from local residents, alongside one from the responsible authority, the licensing team. These representations primarily raise concerns related to the licensing objectives of preventing public nuisance and preventing crime and disorder. Specific issues highlighted by residents include noise from extractor fans, customer activity, delivery moped engines, and shutters, as well as concerns about litter, waste management, and potential anti-social behaviour. Some residents have also noted that the premises has reportedly been operating beyond the current 11:00 PM restriction without a licence.
The applicant, Food Crave Limited, has provided a response to these representations, outlining proposed measures to address the concerns. These include reinforcing instructions to delivery riders regarding engine idling and noise, arranging for inspection and servicing of the extraction system, and maintaining records of cleaning and servicing. The applicant also states that the bins mentioned in resident complaints do not belong to their business and that they are working with the bin company for their removal. They propose to reinforce instructions for staff to manage delivery drivers and customers to minimise disturbance, and to maintain a complaints and incident log. The applicant also highlights that the business provides a service to late-night workers and has been operating with late hours for some time prior to their purchase of the business.
The Sub-Committee is asked to consider the application and decide whether to grant it in full, grant it in part, or refuse it. The report also outlines the procedure for hearings at licensing sub-committees, which involves parties presenting their cases and the sub-committee retiring to make a decision.
The meeting documents available for this discussion include the Agenda frontsheet and the Public reports pack.
