The Licensing Sub-Committee D granted a new premises licence for Millwall Café, subject to a number of conditions, including restrictions on alcohol sales and the provision of door supervision and fencing on match days. The committee agreed the minutes of the previous meeting and noted no apologies for absence or declarations of interest were made.
Millwall Café Premises Licence Application
The Licensing Sub-Committee D considered an application for a new premises licence for Millwall Café, located at Unit 2-3 Enterprise Industrial Estate, Bolina Road, London SE16 3LF. The application sought permission to supply alcohol for consumption on the premises between 10:00 and 23:00 daily.
Representations were received from the Metropolitan Police, the Licensing Authority, and Millwall Football Club, all of whom objected to the application on grounds related to the licensing objectives of preventing crime and disorder, public safety, and preventing public nuisance. The objectors raised concerns about the café's proximity to Millwall Football Club's stadium, its location on supporter routes, and the potential for increased congestion, disorder, and public nuisance on match days.
Following discussions and a hearing, the Sub-Committee decided to grant the premises licence. This decision was subject to a number of conditions, including those already agreed between the applicant and responsible authorities, and three additional conditions specific to Millwall Football Club home match days.
The key conditions imposed are:
- SIA Door Supervision: A minimum of one SIA-registered door supervisor must be on duty from two hours before kick-off until the match has finished and supporters have dispersed from the area. This was a modification from the applicant's initial proposal of a 10:00 start time.
- Heras Fencing: A minimum six-foot Heras fence must be erected around the café's outdoor seating area on home match days to create a safe, secure, and controlled space.
- Restriction on Alcohol Sales: Alcohol sales must cease 60 minutes before kick-off and will not resume until 60 minutes after the match has ended. This was an increase from the applicant's proposed 30-minute pre-kick-off restriction.
The Sub-Committee stated that these conditions were considered appropriate and proportionate to promote the prevention of crime and disorder. The applicant, Mr Ali Hossin Moramazy, represented by Suresh Kanapathi of Arka Licensing Consultants, had argued that the café had operated for over four years without significant incident and that the proposed alcohol sales would be ancillary to its primary function as a café. However, objectors, including Police officers with extensive experience in policing football matches, argued that the introduction of alcohol sales at this specific location presented a material and foreseeable risk on match days.
The decision notice will be sent to all parties within five working days. There is a right of appeal against this decision to the Magistrates Court within 21 days.
