The primary focus of the meeting will be a licence application for Stanley Express, located at 47 Stanley Road, Carshalton, SM5 4LE. The committee will consider the application for a new premises licence to authorise the supply of alcohol daily from 07:00 to 23:00.
Licence Application for Stanley Express
The committee is scheduled to consider a licence application for Stanley Express, situated at 47 Stanley Road, Carshalton, SM5 4LE. The application, submitted by Mr Ponnampalam Kangatharan via his agent Rajesh Naga, seeks to grant a new premises licence. This licence would permit the supply of alcohol every day between 07:00 and 23:00.
The application has been advertised through public notices at the premises, in a local newspaper, and on the council's website. While the council's Trading Standards Team initially raised concerns regarding the protection of children from harm, these were withdrawn following the agreement of additional conditions related to age verification and staff training. These agreed conditions are now part of the operating schedule.
However, 46 valid representations have been received from Other Persons
1, with 44 of these being identical letters that reference concerns relating to all four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. The representations highlight worries about the potential impact of an off-licence on a quiet residential road, including increased noise, disturbance, litter, antisocial behaviour, and the potential for increased crime and disorder. Concerns have also been raised about the impact on the residential character of the area and the protection of children from harm.
The committee will need to determine the application, considering the representations received and any evidence presented at the hearing. The options available are to grant the application as requested, grant it subject to conditions, exclude certain licensable activities, or reject the application entirely. The report pack includes excerpts from the Secretary of State's Guidance and Sutton's Statement of Licensing Policy2, which outline the framework for making such decisions, emphasising the promotion of the four licensing objectives.
