The Sub-Committee was not satisfied with the lack of communication and the failure to arrange a retest. Therefore, the Sub-Committee refused to grant the Hackney Carriage Vehicle Licence Extension due to the failed vehicle test and the lack of communication as required by the Council’s Licensing Policy.
