Summary
The Licensing Committee of West Oxfordshire Council met on Tuesday, 18 June 2024, to discuss several key issues, including the application for a new premises licence for the Wilderness Festival at Cornbury Park. The committee granted the application with conditions to promote licensing objectives, addressing concerns from local residents and authorities.
Application for a New Premises Licence - The Wilderness Festival, Cornbury Park
The committee considered an application by MAMA Festivals Limited for a new premises licence for the Wilderness Festival at Cornbury Park. The festival, which has been running since 2011, focuses on arts, music, food, and family-friendly activities.
Key Points of the Application
Simon Taylor, the solicitor representing the applicant, outlined the festival's background and the specifics of the application. He highlighted that the 2019 licence served as a template, with amendments to the main stage's operating hours and noise management strategies. The main stage would not operate on Thursday and would be open from 10 am to 11 pm on Friday, Saturday, and Sunday. The site would open at 8 am on Thursday and close at 4 pm on Monday.
Noise Management and Community Engagement
Harry Lang, an acoustic consultant from Vanguardia, explained the measures taken to manage noise levels, including ongoing checks by sound engineers and the closure of the largest indoor stage on Sunday to reduce off-site noise impact. Emma Kirby, the Festival Manager, confirmed the availability of a 24-hour residents' helpline and an offsite monitoring team to address complaints promptly.
Traffic and Safety Measures
The application included suggestions from the Police, Fire, and Ambulance services to improve traffic management. These measures involved the use of traffic lights, a train shuttle, improved signage, increased external staffing, and coordination with local taxi firms.
Community Benefits
The festival offers discounted day tickets for residents within the OX29 postcode and has supported local projects in the past. Expanded consultations with local residents and Parish Councils were conducted through meetings, letter drops, local forums, and the festival's website.
Panel's Decision
After considering all case papers, representations, and the council's licensing policy and objectives, the panel resolved to grant the application as requested. They were confident that the applicant would adhere to the conditions laid out in the licence, ensuring the festival's smooth operation and addressing residents' concerns.
