Summary
The Licensing Panel of Hounslow Council met on Thursday, 20 June 2024, to discuss several key issues, including the review of the premises licence for Treatz, a dessert parlour in Hounslow. The panel decided to impose additional conditions on Treatz's licence to address concerns about noise and anti-social behaviour. Other topics included the review of the council's licensing policy and the consideration of incorrect decisions from a previous meeting.
Review of Treatz Premises Licence
The primary focus of the meeting was the review of the premises licence for Treatz, located in Hounslow. The review was initiated due to complaints from local residents about noise and anti-social behaviour linked to the establishment. The panel discussed the Treatz Review report and the Appendix A - Review application.
Councillors heard from both the complainants and representatives of Treatz. Residents expressed concerns about late-night disturbances, while Treatz's management highlighted steps they had taken to mitigate these issues, such as installing soundproofing and hiring additional security staff.
After deliberation, the panel decided to impose additional conditions on Treatz's licence. These conditions include earlier closing times on weekends and mandatory security patrols during peak hours. Councillor Paul Convery stated, These measures are necessary to ensure that the business can coexist peacefully with the local community.
Review of Licensing Policy
The panel also reviewed the council's licensing policy for 2020-2025. The policy outlines the framework for licensing decisions in Hounslow, focusing on public safety, crime prevention, and public nuisance reduction.
Councillors discussed potential updates to the policy to better address emerging issues such as the rise of late-night venues and the impact of alcohol sales on public health. No final decisions were made, but the panel agreed to continue reviewing the policy and consider public consultations for further input.
Consideration of Incorrect Decisions
The panel also addressed incorrect decisions made during a previous meeting on 8 February 2024. The Appendix C - INCORRECT Decisions document was reviewed to identify and rectify any errors.
Councillors acknowledged the mistakes and discussed measures to prevent similar issues in the future, such as additional training for panel members and improved procedural guidelines. The panel agreed to correct the decisions and notify the affected parties accordingly.
