The sub-committee reviewed a Hackney Carriage and Private Hire Vehicle Drivers Licence. The licence holder had accrued penalty points in December 2021, June 2022, and November 2023. The sub-committee considered the mitigating factors, including the installation of a speed limiter on the licence holder's vehicle.
