The Licensing and Gambling Sub Committee of Caerphilly Council met on Friday 21 June 2024 to discuss several key issues, including the approval of a new premises licence for a local business, amendments to existing gambling policies, and the consideration of public objections to a proposed betting shop in the town centre.
New Premises Licence Approval
The committee approved a new premises licence for The Green Dragon Pub, located on Cardiff Road. The application was supported by a detailed plan to ensure compliance with licensing objectives, including measures to prevent public nuisance and ensure public safety. The pub's owner, Mr. David Hughes, presented his case, highlighting the pub's commitment to being a family-friendly establishment.
Councillor Jane Smith noted, The Green Dragon Pub has demonstrated a clear understanding of the responsibilities that come with a premises licence, and their proactive approach to community engagement is commendable.
Amendments to Gambling Policies
The committee discussed proposed amendments to the council's existing gambling policies, as outlined in Appendix 1. The amendments aim to strengthen protections for vulnerable individuals and ensure that gambling premises operate responsibly. Key changes include stricter advertising regulations and enhanced staff training requirements.
Councillor John Evans argued in favour of the amendments, stating, These changes are necessary to protect our community, particularly those who are most at risk of gambling-related harm.
Public Objections to Proposed Betting Shop
The committee considered public objections to a proposed betting shop on High Street. Residents expressed concerns about the potential for increased anti-social behaviour and the negative impact on local businesses. The objections were documented in Appendix 2.
Mrs. Sarah Williams, a local shop owner, voiced her concerns during the meeting: A betting shop on High Street would not only attract undesirable behaviour but also deter families from visiting the area, which is detrimental to our community's vibrancy.
The committee decided to defer the decision to allow for further consultation with residents and local businesses.
Additional Topics
Other topics discussed included the review of existing licences and the consideration of minor amendments to the council's licensing procedures. These discussions were documented in the Public reports pack.
