Summary
The Licensing Sub-Committee of Redbridge Council convened on 17 June 2024 to discuss several Temporary Event Notices (TENs) submitted by Cabana, a local restaurant and bar. The committee approved the TENs for the dates requested, despite concerns raised by local residents about potential noise and public disturbance.
Temporary Event Notices for Cabana
The primary focus of the meeting was the consideration of three Temporary Event Notices (TENs) submitted by Cabana, a restaurant and bar located in Redbridge. The TENs were for events scheduled on 29-30 June, 7 July, and 24-26 August 2024. The Licensing Team Leader presented the report detailing the applications.
Local residents expressed concerns about potential noise and public disturbance during these events. One resident stated, The noise levels from previous events have been unbearable, disrupting our peace and quiet.
Despite these objections, the committee decided to approve the TENs, citing Cabana's compliance with previous event regulations and the economic benefits of such events.
Arguments For and Against Approval
For Approval
Councillors in favour of approving the TENs argued that Cabana had a history of adhering to licensing conditions and that the events would contribute positively to the local economy. One councillor noted, Cabana has consistently demonstrated responsibility in managing their events, and these gatherings bring significant economic activity to our area.
Against Approval
Opponents of the approval raised concerns about the potential for increased noise and public disturbance. They highlighted past incidents where noise levels were reportedly high and suggested that approving these TENs could exacerbate the issue. A resident remarked, We have had to deal with loud music and rowdy behaviour late into the night, which is unacceptable in a residential area.
Decision
After deliberation, the committee approved the TENs for Cabana, with the stipulation that the restaurant must implement additional noise control measures. The decision was documented in the Decisions 17th-Jun-2024 10.30 Licensing Sub-Committee report.
