Open Council Network is an independent organisation. We report on Caerphilly and are not the council. About us
The Caerphilly Council meeting on 11 June 2024 focused on licensing and gambling issues, with significant decisions made on the approval of a new nightclub licence and the renewal of a gambling establishment's permit. The discussions highlighted community concerns and regulatory compliance.
New Nightclub Licence Approval
The committee approved a new nightclub licence for The Vault, located in the town centre. The decision followed a detailed discussion on the potential impact on local residents and businesses. Proponents argued that the nightclub would boost the local economy and provide a safe, regulated environment for nightlife. One supporter noted, The Vault will create jobs and attract visitors, contributing positively to our town's vibrancy
(Councillor's statement). Opponents raised concerns about noise, anti-social behaviour, and public safety. Ultimately, the committee decided that the benefits outweighed the potential drawbacks, provided that strict conditions on operating hours and security measures were met.
Renewal of Gambling Establishment Permit
The committee also renewed the gambling permit for Lucky Star Casino, located on High Street. The renewal was contingent on the casino's compliance with updated regulations under the Gambling Act 2005, which aims to prevent gambling from being a source of crime or disorder, ensure that gambling is conducted fairly, and protect children and vulnerable persons. The committee reviewed the casino's adherence to these regulations and found no significant breaches. However, they emphasised the need for ongoing monitoring and community engagement to address any future issues.
Community Feedback and Concerns
Several community members attended the meeting to voice their opinions on both matters. Concerns about the nightclub included potential disturbances and the adequacy of existing public transport to handle increased late-night activity. In response, the committee recommended a review of local transport services and additional police patrols during peak hours. Regarding the casino, some residents expressed worries about gambling addiction and its social impact. The committee acknowledged these concerns and suggested that the casino increase its support for local addiction services and awareness campaigns.
