Open Council Network is an independent organisation. We report on Caerphilly and are not the council. About us
The Caerphilly Council's Licensing and Gambling Sub Committee met on 21 June 2024 to discuss several licensing applications and compliance issues. Key decisions included the approval of a new premises licence for a local business and the review of an existing licence due to public complaints.
New Premises Licence for The Green Dragon Pub
The committee approved a new premises licence for The Green Dragon Pub, located in the town centre. The application was submitted by the pub's owner, John Davies, who outlined plans to offer live music and extended opening hours.
Councillors debated the potential impact on local residents, with some expressing concerns about noise and anti-social behaviour. However, John Davies assured the committee that measures would be in place to mitigate these issues, including soundproofing and increased security.
Councillor Jane Smith supported the application, stating, The Green Dragon Pub has the potential to become a vibrant community hub, provided that the management adheres to the proposed conditions.
The committee voted in favour of granting the licence with specific conditions on noise control and security measures.
Review of Existing Licence for The Bluebell Inn
The committee reviewed the existing licence for The Bluebell Inn following complaints from local residents about noise and disturbances. The pub, managed by Sarah Williams, had previously been warned about compliance with licensing conditions.
During the meeting, residents voiced their concerns, with one stating, The noise from The Bluebell Inn has become unbearable, especially during weekends.
Sarah Williams responded by outlining steps taken to address the issues, including reducing live music events and implementing stricter entry policies.
The committee decided to issue a formal warning to The Bluebell Inn, requiring immediate compliance with all licensing conditions. Failure to do so could result in further action, including the suspension or revocation of the licence.
Compliance Check on Local Gambling Establishments
The committee conducted a compliance check on several local gambling establishments, including Betting World and Lucky Spins Casino. The checks aimed to ensure adherence to the Gambling Act 2005, which regulates gambling activities in the UK.
Councillor David Evans reported that both establishments were found to be in compliance with the Act, with no significant issues identified. He noted, It's reassuring to see that our local gambling businesses are operating within the legal framework and prioritising customer safety.
