The Licensing Sub-Committee B of Carmarthenshire Council met on Wednesday 31 July 2024 to consider two applications for premises licences. Both applications were granted, with specific conditions attached to each.
Application for Premises Licence: Donuts & Dragons, Carmarthen
The Sub-Committee considered an application for a premises licence for Donuts & Dragons, located at 7B King Street, Carmarthen SA31 1BD. The application sought permission for the supply of alcohol and recorded music, with specified opening hours. The Licensing Authority had made representations regarding the application.
Following a review of the documentation and oral representations from both the Licensing Authority representative and the applicant, Mr Jonathan James Thomas & Nicola Sian Bowes Thomas, the Sub-Committee resolved to grant the licence. The decision was made subject to six agreed licence conditions. These conditions stipulated that alcohol sales must be by table service only, with no standing consumption permitted. Customers were also prohibited from sitting at the counter, and alcohol sales were to be incidental to the playing of board games, for consumption on the premises only. Additionally, only low background level recorded music was to be played.
The Sub-Committee found that the supply of alcohol was not the primary part of the business and that exceptional circumstances were demonstrated, meaning the grant of the application would not add to the cumulative impact in King Street, Carmarthen. The decision was considered appropriate to promote the licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.
Application for Premises Licence: Anvil Kitchen, Betws
An application for a premises licence for Anvil Kitchen, located at 2 Ffordd Y Glowyr, Betws, Ammanford SA18 2FG, was also considered. The application requested permission for the supply of alcohol and specified opening hours, both from 09:00 to 16:00, Monday to Sunday.
Representations were received from another person, detailing concerns about the potential effect of the proposed activities on the licensing objectives. The applicant, Mr Edward Hayden Robert Lee, provided a response to these representations, along with a letter of support from a resident.
After hearing oral representations from the objector and the applicant, and considering all the evidence, the Sub-Committee resolved to grant the application. The licence was granted subject to two conditions: alcohol is to be consumed on the premises, and alcohol sold for consumption off the premises must be taken out in a sealed container.
The Sub-Committee noted that there is a children's play area in close proximity to the premises and determined that these additional conditions were appropriate to address concerns in that regard, thereby promoting the licensing objectives.
