This meeting was a test for the annual council of Test Valley's audio broadcast system.

Appointment of Chairman for the Overview and Scrutiny Committee
Mr. Burley, a former council member from 2019 to 2023, spoke in support of Councillor Dao's nomination as chairman of the overview and scrutiny committee. He highlighted his own experience on the OSCOMP and expressed a desire to see the implementation of adopted recommendations from various panels. Mr. Burley stated, Should Councillor Dao become chair, I would welcome a meeting with him to discuss my thoughts on some work stream for OSCOMP.
Councillor Norman formally nominated Councillor Dao for the position, and the motion was seconded. The council voted unanimously in favor of the nomination, with no votes against or abstentions. Councillor Dao was declared the new chairman of the overview and scrutiny committee.
Scheme of Delegations
Councillor Phil North moved to accept the recommendations of the agenda regarding the scheme of delegations. The motion was seconded and put to a vote. The council approved the motion without any opposition or abstentions.
The meeting concluded with an invitation for invited guests to join for lunch in the annex next door.
