Summary
The Housing Board of Gosport Council met on Wednesday, 12 June 2024, to discuss key issues including the Housing Revenue Account Business Plan Financial Model and council dwelling rents. The board recommended several changes to Full Council, including a rent increase and a decrease in service charges.
Housing Revenue Account Business Plan Financial Model and Council Dwelling Rents
The Borough Treasurer and Housing Services Manager presented a report on the Housing Revenue Account Business Plan Financial Model. The Head of Housing Services informed members that the contract for the project was in its final checking stages but had not yet been awarded. Despite this, officers were optimistic that the project would start on time this spring.
Members expressed their appreciation for the work involved in producing the report and specifically thanked Tim Hoskins for his contributions. The board resolved to recommend to Full Council that:
- Council dwelling rents increase by CPI + 1% (7.7%) as set out in the Social Housing Rent Guidance.
- The revised HRA Business Plan Financial Model extract and associated 2023/24 revised budget and 2024/25 budget be agreed.
- Service charges decrease on average by 2.1%.
- The rent for all garages increases in line with inflation as agreed in the garage renewal strategy.
These recommendations aim to align with the council's previous statements and manifesto pledges on maintaining affordable housing while ensuring financial sustainability.
