Summary

The Licensing Sub-Committee met to determine an application by SIN Restaurant and Bar Ltd. for a variation to their premises licence for Syn on 72 Russell Street in Kelham Island, Sheffield. The application was approved in full.

Application by SIN Restaurant and Bar Ltd. for Syn

The meeting was to consider an application by SIN Restaurant and Bar Ltd. for a variation to their premises licence. The company director, John Tompkins, attended the meeting with his solicitor, Stephen Thomas, and the Designated Premises Supervisor, Alexandra Tunney. Mr Thomas explained that his client wanted to change the name of the business to Bubba and that it would be a tapas bar and restaurant. He stated that Mr Tompkins wanted to create the same inclusive and welcoming atmosphere that had made his other establishment, the Devonshire Arms in Middle Handley, a success, and to serve nice people and the odd dream. He confirmed that no alcohol would be served before 11am.

The original application requested permission to extend the sale of alcohol from 12 noon to midnight Wednesday to Saturday, and from 12 noon to 10:30pm on Sundays, as well as to extend the hours for live and recorded music, and to remove the condition that meant no under-18s could be on the premises after 6pm. Objections to the application were received from local residents. Following discussions with the Council's Environmental Protection Services and Sheffield Children Safeguarding Partnership, the applicants made a number of concessions. These included:

  • Reducing the closing time to 11pm every night.
  • Withdrawing the request to provide late night refreshment.
  • Limiting the provision of live and recorded music to pre-booked events.
  • Amending the condition relating to under-16s to allow them to remain on the premises after 9pm if they are accompanied by a responsible adult and are dining or as part of a prearranged family event or party.

We appreciate that the extension of hours proposed in the original application has caused concern for the local resident. However, given the major concessions made by our client during the consultation period could you or the Licensing Authority forward this letter to the objector. We hope the objector will be happy that the revised hours set out above will meet the concerns raised.

Stephen Thomas, solicitor for the applicant.

In her representation, which was read out at the meeting, local resident M Warren said that she did not want any later openings.

I’m emailing to object to SYN’s application for later licensing and opening hours and to have live music. I’m a nearby resident, and I can see the restaurant from my decking. I don’t want any later openings. The area is noisy and rowdy enough and these hours would be out of keeping with other establishments in the neighbourhood. SYN is a restaurant, not a bar, and is located in a residential block of flats.

M Warren, local resident.

After consideration the committee approved the application with all of the agreed conditions.
