This meeting was intended to be the first in a series to agree a new set of ways of working for the Housing and Environment Scrutiny Panel in the 2023/24 council year. The meeting was scheduled to agree a new Vice-Chair and discuss a forward work programme for the committee.

Panel Process and Ways of Working

The main topic scheduled to be discussed was the process for the Panel for the 2023/24 council year. Councillors were provided with a document entitled Panel Process and Ways of Working which set out a number of areas for discussion, including the appointment of a Vice-Chair.

Summary of the H&E Panel 2023/24

Councillors were also scheduled to discuss the work programme for the committee. The agenda contained a section entitled Summary of the H&E Panel 2023/24 although the contents of this section were redacted from the published agenda.

Minutes of the Meeting held on 14th March 2024

The committee was scheduled to approve the minutes of its previous meeting, which was held on 14th March 2024.

Develop Terms of Reference

Councillors were scheduled to discuss the existing Terms of Reference for the committee. They were also scheduled to consider adopting new Terms of Reference, although no new Terms of Reference were included with the agenda. According to the agenda, the Terms of Reference set out the purpose of the Panel and how it carries out its scrutiny role .

Appointment of Vice Chair

The first item on the agenda was the appointment of a new Vice Chair for the committee.
