Open Council Network is an independent organisation. We report on Stroud and are not the council. About us
The Development Control Committee of Stroud Council was scheduled to discuss two planning applications: one for a rear extension and landscaping alterations at Beech View in Painswick, and another for the demolition of a care home and the erection of a new facility at Wyatt House in Stroud. The committee was also set to receive statistics on the Development Management Service's performance.
Planning Applications
Beech View, The Park, Painswick
The committee was scheduled to consider an application for a rear extension and alterations to landscaping at Beech View, The Park, Painswick1. The proposal involved demolishing an existing rear extension and constructing a new U-shaped, flat-roofed extension. This extension would measure approximately 15 metres in length and project 6.1 metres past the side of the existing dwelling, extending along the eastern boundary. Significant earthworks were proposed to set the extension into the land, creating a courtyard garden approximately 1.7 metres below the current level. The eastern boundary was planned as a Cotswold stone wall, between 2.6 and 3.8 metres high, with sporadic fenestration.
The officer's report indicated that the proposal was recommended for refusal. Key concerns included the design, scale, and form of the extension, which was considered disproportionately large compared to the host dwelling and an overdevelopment of the plot. The design was also deemed inappropriate for its setting within the Cotswold National Landscape, with an urban characteristic applied to a rural area. Furthermore, insufficient information had been submitted regarding protected species, with further surveys required to demonstrate that the proposal would not adversely impact bats.
The application had been called in by Councillor Gary Luff2 for further consideration of its design merits and the need for larger homes in the locality.
Wyatt House, Mathews Way, Stroud
The committee was scheduled to consider a full planning application for the demolition of the existing nursing/care home at Wyatt House, Mathews Way, Stroud, and the erection of a new 38-bed care home facility. The proposal included associated access, parking, and landscaping. The existing building, a vacant two-storey doughnut-shaped care home constructed in the 1970s, was described as being in a poor state of repair and not meeting modern standards.
The officer's report recommended that permission be granted. The proposal was seen as an efficient use of a brownfield site and would contribute to the district's unmet need for care home bedspaces. The design was considered acceptable and in keeping with the local character, with a modern appearance and a mix of materials. Concerns regarding traffic and transport impacts, visual amenity, and ecological considerations were addressed in the report, with proposed conditions and a Section 106 agreement to mitigate potential issues.
The application had been called in by Councillor Shyama Ananthan3 for further consideration of traffic and transport impacts, and the effect on visual and residential amenity.
Development Management Service Statistics
The committee was also scheduled to receive a report detailing statistics for the Development Management Service. This report was expected to provide information on planning applications received and determined, planning enforcement cases, and planning appeals. The statistics would cover performance over various periods, including the percentage of applications determined within statutory timescales and details of enforcement notices issued and appeal decisions.
