The Licensing Sub-Committee A met on Thursday 3 October 2024 to consider two personal licence holders. The committee unanimously resolved to suspend the personal licence of Mr Dafydd Aled Rees Jones for two weeks and unanimously resolved to adjourn the consideration of Mr Luigi Presutti's personal licence for one month.
Mr Dafydd Aled Rees Jones - Personal Licence Holder
The Sub-Committee considered the personal licence of Mr Dafydd Aled Rees Jones, who resides at Llwynhenri, Porthyrhyd, Carmarthen SA32 8PP. The committee was informed that licensing had become aware through a news report that Mr Jones had been convicted of a relevant offence. A written statement from Mr Jones detailing the incident was circulated, and oral representations were received from the Dyfed Powys Police representative and Mr Jones himself.
Following questioning, the Licensing Lead recommended that Mr Jones' personal licence be suspended or revoked. The Sub-Committee then retired into private session to receive legal advice. Upon returning, they unanimously resolved to suspend Mr Jones' personal licence for a period of two weeks. The reasons for this decision included the fact that the licensing authority learned of the conviction through the press rather than directly from the licence holder, and the information provided by Dyfed Powys Police regarding Mr Jones' alcohol consumption at the time of the incident was accepted. The Sub-Committee was satisfied that the suspension was appropriate to promote the licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.
Mr Luigi Presutti - Personal Licence Holder
Consideration of the personal licence of Mr Luigi Presutti was adjourned for one month. This decision was made after a query arose regarding an aspect of the offences being considered, necessitating further clarification from Dyfed Powys Police. The Sub-Committee accepted the licensing authority's indication that this clarification was needed and unanimously resolved to adjourn the matter. This adjournment was deemed necessary for the committee's full consideration of the case.
