This meeting was scheduled to include discussion of a range of housing-related issues, as well as the role of resident's groups. The Commission's work programme for the coming year was also on the agenda to be noted.

Excessive gas consumption in district heating networks

A report on excessive gas consumption in district heating networks and the effect of resulting high bills for leaseholders was scheduled to be received. The report, and the discussion, were to be led by Tom Vosper, Strategic Project Manager and Simon Holmes, Head of Engineering, supported by Hakeem Osinaike, Strategic Director of Housing.

Draft Resident Involvement Strategy

The meeting was to include a report on the Draft Resident Involvement Strategy. The report, and the discussion, were to be led by Hakeem Osinaike, Strategic Director of Housing and Nat Stevens, Resident Involvement Manager.

Interview with representatives of Tenants and Resident Association (TRA's) and Tenants Council

The committee were scheduled to hear from Sandra Salmon, of the Aylesbury TRA and Harry Matthews, Chair of Thurlow Lodge TRA, about their experiences of being in a TRA, the structures of TRAs and the support the council offers to TRAs. The Tenants’ Council were also scheduled to be interviewed.

Work Programme 2024-2025

The Commission was scheduled to note its work programme for 2024-2025.

The work programme included the following items:

• A formal consultation on the council's Homelessness Strategy, to be led by Councillor Helen Dennis, Cabinet Member for New Homes & Sustainable Development
• The terms of reference of the Southwark Independent Policing Oversight Board, to be led by Councillor Natasha Ennin, Cabinet Member for Community Safety & Neighbourhoods
• Southwark's Trust & Confidence Plan
• The role of Tenants and Residents Associations (TRAs) and Tenant Management Organisations (TMOs) in Southwark's wards.
• The council’s approach to upcoming market regulations of district heating networks by Ofgem¹.
• The outcome of the council's Electrical Safety Testing Audit.
• Procurement and contract management in relation to district heating systems, contractors, repairs and major works.
• Housing Associations and their partnership with the council.
• Interviews with Cabinet Members with responsibility for Community Safety.
• An interview with the Borough Police Commander²
• An interview with the Borough Fire Commander³.
