No drawings are available on the council website so we have no idea of the area this use will cover, however, it is likely to obstruct the flow of pedestrians along the High Road. People browsing around the selling area will also cause an obstruction. We note there are also no details of any structure or advertising on the council website.

In our opinion street trading should be limited to authorised market days only.

For the above reasons the use is unacceptable, and we request this application is rejected.

The Sub-Committee granted the application, subject to a number of conditions:

  1. Epping Forest District Council's standard conditions for Street Trading Consents were to apply.
  2. Only artwork could be sold from the stall.
  3. The permitted trading hours were:
    • Monday to Saturday 9am – 6pm
    • Sunday 9am – 5pm
    • The Consent holder must ensure that business operations from the licences area align with existing local business arrangements and charters, including regular markets and street trading consents.
  4. The public area immediately surrounding the stall was to be regularly cleared of waste and left in a tidy state at the end of trading each day.
  5. The consent is permission to trade from a portable stall. The stall must be no larger than 3x3 meters in size and removed at the end of each day of trading and situated and operated from the street location on the pavement outside 214 High Road, Loughton.

Application for a Taxi Driver's Licence

The Sub-Committee were due to consider an application for a Taxi Driver's Licence but the matter was adjourned as the applicant was unable to attend.

The application was not heard due to the applicant not being able to attend.
