Summary
The committee approved four planning applications and noted three major applications that had not yet been decided on, arranging a site visit for one of these. The committee also noted a list of appeal decisions.
Air source heat pump at 30 Marshall Close, Tiverton
Planning permission was granted for the installation of an air source heat pump at 30 Marshall Close in Tiverton. The application was presented to the committee because the applicant was an employee of Mid Devon District Council. No objections had been received and the committee discussed the expected noise level, before granting permission subject to conditions.
Parking spaces at Crofts Estate, Sandford
The committee granted planning permission subject to conditions for the creation of two parking spaces at Crofts Estate in Sandford. The application was for the creation of two parking spaces to be made available for use by all residents of the estate. The application, from Mid Devon District Council, was for an area of grassland that is part of the Housing Revenue Account. The spaces would replace 29.04 square metres of grass, so the application included a plan to overseed the retained grassland with a flowering lawn mix to achieve a 23.6% Biodiversity Net Gain1 at the site. Councillor Downes proposed and Councillor Czapiewski seconded a motion to grant permission.
Subdivision of 4-5 Higher Ley, Nymet Rowland
The committee granted planning permission subject to conditions for an application to subdivide a dwelling into two properties. The building, 4-5 Higher Ley in Nymet Rowland had originally been two dwellings before being converted into one. With the building no longer required at its current size, Mid Devon District Council had applied for permission to convert it back to two properties. The plan is to provide a pair of one-bedroom homes, with a study replacing the second bedroom on the original plans. This was to ensure that the floor area of the properties met the National Described Space Standards2. The committee discussed the parking arrangements, and the Cabinet Member for Planning and Economic Regeneration urged the applicant to look at improvements for car parking in the blue zone

Non-Material Amendment to 2-8 Beech Road, Tiverton
The committee approved a non-material amendment to a previously approved plan for eight affordable homes following the demolition of four existing homes. The applicant, Mid Devon District Council, had requested permission to make changes to the layout of the parking, refuse and cycle storage areas, and the landscaping. The new plan would improve access to the communal bin and cycle stores, provide one more parking space, and include more planting, delivering a better Biodiversity Net Gain.
