The Alcohol, Entertainment & Late Night Refreshment Licensing Committee of South Kesteven District Council met to consider an application for a new premises licence in Grantham. The committee also considered the minutes of its last meeting on 26 July 2024.
Ramin Off Licence, 10 Wharf Road, Grantham, Lincolnshire, NG31 6BA.
A report was prepared for the committee on an application for the grant of a new premises licence for Ramin Off Licence at 10 Wharf Road. The application requested the following:
- Sale of alcohol from 09:00 to 22:00 every day.
- Opening hours of 09:00 to 22:00 every day.
The applicant's agent stated that:
This shop has been run as a licensed grocers until it recently lost it’s premises licence when the previous owner was taken to review for sales to underage. The applicant who has no connection to the previous operation recently purchased the lease and plans to operate again as a licensed grocers but with a much tighter operation and well trained staff.
Lincolnshire Police submitted a representation objecting to the application being granted because they were concerned:
- That the previous licence holder still had a connection with the premises.
- About items that might be for sale in the shop such as drug paraphernalia.
- About the applicant's previous experience of running licensed premises.
Minutes of the meeting held on 26 July 2024
A report pack was provided to the committee that contained the minutes of its previous meeting. The minutes reported that the committee revoked the premises licence for Indre Shop Ltd, 9A Bridge End Road, Grantham after hearing a review brought by Lincolnshire Police.
The Police alleged that:
- The premises had been used for the cultivation of cannabis.
- The premises had previously been subject to two reviews in 2016 that resulted in the licence being suspended for three months.
- That previous issues at the shop related to the sale of illegal cigarettes, foreign medicines and smuggled alcohol.
The Police asked the committee to revoke the licence. The committee decided to revoke the licence.
