This meeting was scheduled to consider an application by Samy (County) Limited to vary a premises licence in respect of 65-67 Stubby Lane, Wolverhampton. The application included requests to extend the licensable hours for off-premises sales of alcohol, add late night refreshment, and make changes to other conditions of the licence.
Application to vary a premises licence for 65-67 Stubby Lane
The sub-committee was scheduled to consider an application from Samy (County) Limited to vary the premises licence for 65-67 Stubby Lane, Wolverhampton, to allow the premises, which was formerly a Co-operative store, to trade as a Morrisons Daily convenience store.
The application requested permission to:
- extend the licensable activity to include the provision of late night refreshment.
- extend the licensable hours for off-premises sales of alcohol to 24 hours a day, 7 days a week.
Representations were received from the police, Environmental Health, Public Health, Licensing Authority and eleven members of the public.
Most of the representations objected to the application on the grounds that the extended hours for the sale of alcohol would be likely to increase crime and disorder and public nuisance. Environmental Health also raised concerns regarding noise nuisance arising from the premises. In an Officer Statement, Mirabel Ajah, Senior Environmental Health Officer, stated that
Environmental Health have received four separate complaints from residents since the applicant has taken over the premises (1st, 10th and 26th October 2024) relating to noise and antisocial behaviour associated with the business and its activities.
She went on to say that the application
does not demonstrate how the applicant will address the licensing objective of the Prevention of Public Nuisance.
The Licensing Authority also submitted a representation stating that it would be seeking to refuse the application for 24 hour sales of alcohol on the grounds that the applicant had failed to provide sufficient information to demonstrate how they would meet the licensing objectives.
