Summary
The meeting on 13 December 2024 concerned the awarding of contracts for services in the borough. The Strategic Director of Environment & Operations was scheduled to decide whether to award contracts for the provision of domestic abuse services, and tree maintenance services.
Contract Award for the Provision of Domestic Abuse Services
The Strategic Director of Environment & Operations, in consultation with the Executive Member for Housing and Public Health, was scheduled to decide whether to award contracts for the provision of domestic abuse services.
The contracts concerned the provision of Domestic Abuse Services under two lots:
- Lot 1 - Community Based Support
- Lot 2 - Accommodation Based Support & Floating Support Services.
It was proposed that the contract would be awarded to Blackburn and Darwen District without Abuse (The Wish Centre) in partnership with Humraaz.
The new contract will be awarded for a three-year duration with an option to extend for a further two years (plus 1 year, plus 1 year) subject to funding still being available and satisfactory performance being evidenced.

Tree-maintenance Services Contract
The Strategic Director of Environment & Communities was scheduled to decide whether to approve a procurement strategy for the provision of tree-maintenance services. The previous contract with Tivoli Group Ltd had expired in June 2024, and no further extension was agreed. It was proposed that a new contract be established for an initial three years with an option to extend for a further one year.
