The Property / Regeneration Briefing scheduled for 9 December 2024 included two items for discussion, both about the proposed terms of sale or lease of council-owned property.
Phase 2 and 4, Pendleton Regeneration Area
A report was prepared for this meeting about the proposed disposal of publicly owned land at Pendleton, Salford, to the developer Lovell Together LLP, for the construction of 348 houses and 129 apartments. The report recommends that the council approve the grant of a 999-year lease to Lovell Together LLP to deliver Phase 2 and 4 of the Pendleton Regeneration Area. It also recommends that the council vary the existing agreement to allow the developer to take control of the land before works commence, and recommends a variation of the overage provisions, and a variation of the longstop date.
The financial provisions contained within the Development Agreement will ensure that the city council will receive 50% of any overage should the scheme outperform current forecasts.
The report also notes the outcome of advertising for objections to the disposal of the land under Section 123(1), (2a) of the Local Government Act 1972, because the land is classed as public open space.
Lease Renewal of Unit H Modewheel Industrial Estate, Weaste and Seedley
A report about the proposed terms for the renewal of the lease on a unit on the Modewheel Industrial Estate that is used as a salt store by the council's gritting service. The report recommends that the council approves a 5-year lease renewal on Unit H, Modewheel Industrial Estate.
