Petition - traffic management in Maplehurst Road, Hastings

The Lead Member for Transport and Environment has been asked to consider a petition, signed by 70 people, about traffic in Maplehurst Road. The petition requests [...] the closure of Maplehurst Road in Hastings at its junction with the A21/A28 Westfield Road junction or the introduction of access only restrictions and appropriate enforcement measures. The report identifies the main concerns of petitioners as being:

• The safety of vulnerable road users in the area, especially children and older people
• The amount of traffic using the road
• Residents being able to access their driveways
• An unfair burden being placed on this part of the road network The petition was submitted by Councillor Pragnell at the meeting of the Full Council on 8 October 2024. The report pack includes a summary of traffic flow data for Maplehurst Road and surrounding streets. The report notes that, while other roads in the area see higher average traffic flows, [...] all road users should accord with the Highway Code [...] The report recommends that the Lead Member for Transport and Environment advise petitioners that a programme of post-opening monitoring of the recently completed Queensway Gateway Road will be undertaken over a period of 12 months to assess its impact on traffic in the area, and that once that monitoring is complete, a decision will be made on whether any further measures are required.

Eastbourne town centre movement and access package - phase 2a revised scope

The Lead Member for Transport and Environment is being asked to approve the revised scope of works for phase 2a of the Eastbourne Town Centre Movement and Access Package and to approve the scheme proceeding to construction in the 2025/26 financial year, subject to the approval of the business case by the Lead Member for Strategic Management and Economic Development The report explains that the scheme has been impacted by several factors that have caused construction costs to rise. These include:

• High inflation
• The war in Ukraine
• Delays due to the Covid-19 pandemic The report says that:

Following a comprehensive design and cost review of the original Phase 2a scheme’s scope, the cost to deliver the remaining schemes exceeds the £3.6m remaining funding.

The report goes on to say that a descoping exercise has been carried out to establish which elements of the scheme can be delivered within the remaining budget. The report recommends the Lead Member approves the revised scope for the scheme, saying that:
