This was a Joint Meeting of the Scrutiny Committee and Overview Committee. The meeting was scheduled to include a presentation of the Key Directorate Plan Objectives for 2025-2026. Each of the four directorates were scheduled to present their directorate plans for scrutiny.
Directorate Plans 2025-2026
The Committee was scheduled to receive presentations on each of the directorate's plans for 2025-2026.
Place Directorate Plan
The Place Directorate was scheduled to present its service plan objectives. These objectives included delivering an environmental services software management system, developing a Placemaking Strategy for Honiton, Ottery St Mary and Exmouth, and continuing the delivery of the Exeter and East Devon Enterprise Zone.
One scheduled topic of discussion was the delivery of the Beyond Recycling
circular economy package, which aimed to instil circular economy principles into our waste management

The Directorate also included an update on several large infrastructure projects that were scheduled to be delivered over the next 3 years, including the Sidmouth Beach Management Plan, the Seaton Beach Management Plan, the Exmouth Beach Management Plan and Seawall repair, and the final phase of the Feniton Flood Alleviation Scheme.
Housing and Health Directorate Plan
The Housing and Health Directorate was scheduled to present its service plan objectives, including implementing a new digital platform for Home Safeguard, creating a new Housing Strategy and working to become a Trauma Informed Organisation. The Directorate was also scheduled to discuss its plans to improve its performance against the consumer standards requirements as set out by the Regulator for Social Housing.
One of the projects included for discussion was the development and implementation of a Housing Asset Management Strategy, which would be informed by the results of a survey of the condition of the council housing stock, alongside a 30 year business plan that outlines sustainable investment and management of our stock and our places

Finance Directorate Plan
The Finance Directorate was scheduled to present its plan for 2025-2026, including its plans to respond to a number of government initiatives around business rates and welfare.
Governance Directorate Plan
The Governance Directorate was scheduled to present its plan for 2025-2026. This was scheduled to include discussion of its plans to deliver an action plan to support cultural change within the council, as well as an update on the implementation of the iTrent HR and payroll system. The Directorate was also scheduled to discuss its plans to introduce Gifts and Hospitality Protocols for Officers and Members.
The Directorate's plan included an objective to hold an annual council meeting to make appointments to committees, forums, working groups and panels.
