Summary

Salford Council published the reports pack for the Lead Member Briefing meeting for Planning, Transport and Sustainable Development that was held on Wednesday 11 December 2024. The meeting was scheduled to discuss the introduction of four new traffic regulation orders covering roads in Irlam, Cadishead and Barton.

City of Salford (Chapel Road, School Lane, Salford) (School Keep Clear Markings) (Amendment) Order 2024 and City of Salford (Chapel Road and School Lane Area, Salford) (Prohibition of Waiting) (Amendment) Order 2024.

The meeting was scheduled to be presented with a report from the Executive Director of Place seeking approval for new waiting restrictions at the junction of Springfield Lane, Vicarage Road, School Lane and Chapel Road, Irlam to address concerns about access to Irlam Endowed Primary School. The new order would amend an existing order made in 2010. The report proposed ‘No Waiting at Any Time’ and ‘No Stopping’ restrictions on School Keep Clear road markings and proposed to correct discrepancies between the existing road markings and the Traffic Regulation Order documentation.

Two objections to the order were received. One objector argued that:

Parking on Vicarage Road is already a significant challenge for residents. Many of us often have to park on Springfield Lane and Chapel Road due to the limited spaces available on our street. If the proposed plans are implemented, these alternatives will no longer be available, exacerbating the parking crisis.

Another objected to a planned mini-roundabout in the area, and suggested:

  1. Making Chapel Road and Vicarage Road one way and residents permits only.
  2. Putting a traffic management representative at school peak times to monitor and prosecute where necessary.
  3. No one likes the idea of reducing green spaces but there is more than ample room for an additional car park to be built on the field at the back of Irlam Endowed. There would still be plenty of field space, this could also solve the problem at Irlam Primary for their parking issue. They surely don’t need that massive field at the back.
  4. Again St Johns Vicarage, I know that this is property owned by the Diocese but there is an awful lot of land attached to the Vicarage. This would make an excellent car park which could serve both the school and the church.

The report considered these objections, and recommended a modified scheme to address the concerns raised.

City of Salford Devon Road Fir Street (Prohibition of Waiting and Amendment) Order 2024.

The meeting was scheduled to be presented with a report from the Executive Director of Place seeking approval for new waiting restrictions at the junction of Fir Street and Devon Road, Cadishead. The new order would amend an existing order made in 2000.

The report proposed revoking a ‘No Waiting’ restriction operating Monday-Friday 8am-6pm, and introducing a ‘No Waiting at Any Time’ Traffic Regulation Order at the junction. The new order would come into force at the same time as a new 20 mph speed limit on the road.

One objection to the order was received:

I object to this proposal. The removal of the yellow line on Fir Street would cause problems for ambulance and fire services trying to access the estate. We already have problems with people parking across driveways on the west side. Double parked cars would have to park on the pathways further reducing access for people with trolleys, prams and wheel chairs, forcing them to pass using the road. I would propose double yellow lines from the main road to Devon Road, thus eliminating any problems. There is car parking within minutes of Fir Street.

The report considered the objection, and noted that the emergency services had been consulted on the order, and no concerns were raised. It recommended that the order be progressed as planned.

City of Salford (Trevor Road, Barton & Winton) (Prohibition of Waiting) Order 2024.

The meeting was scheduled to be presented with a report from the Executive Director of Place seeking approval for new waiting restrictions on Trevor Road, Barton.

The report proposed introducing a ‘No Waiting at Any Time’ restriction on Trevor Road to address concerns that parked vehicles were causing access issues and obstructing visibility splays around a bend in the road.

Three objections to the order were received. One resident agreed that:

...the bend on the east side of Trevor Road...can be a problem..., [but argued that] the introduction of the ‘No Waiting at Any Time’ before the bend on Trevor Road would create more issues further down Trevor Road for parking and residents who live on Parrin Lane and further down the road.

Another suggested that:

Implementing permit-only parking for residents [or] designating specific hours for restricted parking that accommodate peak traffic times while allowing residents to park overnight and during less busy periods.

The report considered the objections and recommended that the order be progressed in a modified form, taking on board the concerns raised.

City of Salford (Swinton Hall Road Area, Swinton Park, Traffic Regulation NWAAT Order) Order 2024.

The meeting was scheduled to be presented with a report from the Executive Director of Place seeking approval for a significant number of new waiting restrictions in the Swinton Hall Road area of Swinton, covering Dawson Street, Bridge Street, Hope Street, Lottie Street, Albion Street and Old Mill Close.

The report explained that:

The Swinton and Pendlebury Highways Task Group received complaints from locals in the area around Swinton Hall Road in Swinton Park Ward of Salford regarding inconsiderate parking. The highways task group agreed to fund a scheme to address these issues. The area comprises of predominantly commercial businesses which require access for larger goods vehicles. There are garages and car rental businesses in the area which take advantage of the unrestricted on-street parking resulting in vehicles being parked close to junctions.

The report proposed introducing ‘No Waiting At Any Time’ parking restrictions to address these concerns.

One objection to the order was received. A business owner objected, arguing that:

...these proposals will reduce the available parking spaces and it will negatively impact their business on Bridge Street.

The report considered the objection, but recommended that the order be progressed as originally planned.
