This meeting was to ask Councillor S Adan to agree to consult the public on proposed amendments to Newport's Statement of Gambling Principles, as required by the Gambling Act 2005. The report pack does not tell us whether any decisions were made.
Gambling Act 2005 - Statement of Principles
The Gambling Act 2005 requires Newport Council to publish a statement of the principles they will apply when carrying out their duties related to gambling, such as the licensing of premises. The council was scheduled to consider whether to consult the public on proposed amendments to their statement. The report says, it is therefore not considered necessary to greatly change the information contained in the current Statement of Principles.
It also says that only very minor changes have been made to the Policy,
which were requested by the council's Head of Law and Standards, and the Monitoring Officer.
The council was scheduled to consider beginning an 8 week consultation. This would have included notifying Gwent Police, as well as gambling businesses and other Responsible Authorities
. The consultation was also scheduled to be published on Newport Council's website. The report states that, Social media and other avenues will be used to publicise the consultation.
The report was prepared after consultation with several senior members of council staff, and after a Fairness and Equalities Impact Assessment (FEIA) had been carried out.
The proposed revised statement of principles is included in the report pack. It says the council will consider applications in accordance with the licensing objectives set out in the act, which are:
• Preventing gambling from being a source of crime and disorder, being associated with crime or disorder or being used to support crime. • Ensuring gambling is conducted in a fair and open way • Protecting children and other vulnerable persons form being harmed or exploited by gambling.
The revised statement also details the considerations the council will make in granting licenses to different types of premises, including casinos, bingo halls, betting shops, adult gaming centres, family entertainment centres, and tracks. It also sets out how they will deal with applications for permits for a range of gambling activities.
