Amendment of the Scheme of Officer Delegation

A decision notice was issued that proposes removing the requirement for Cabinet to approve the Authority Monitoring Report, which monitors the effectiveness of the Local Plan.

The report states that the “Authority Monitoring Report is a report of prescribed factual data only and does not require the exercise of judgement by officers in its preparation and Members are, accordingly, unable to influence the contents as they are prescribed by regulations.”

It goes on to say that the “Council has previously published a single monitoring report on an annual basis but will be looking to publish data as and when it becomes available, and where possible on a 'live' basis, meaning it would not be practicable to report to Cabinet every time the data needs to be updated.”
