This meeting was to allow Councillor S Adan to make delegated decisions on behalf of the Cabinet Member for Strategic Planning, Regulation and Housing. The only item on the agenda was the setting of licence fees for businesses engaged in special procedures.
Establishment of Licence Fees for Businesses Engaged in Special Procedures
A report was included that recommended the adoption of a new schedule of fees associated with the licencing of special procedures
, including tattooing, semi-permanent skin colouring, cosmetic piercing, acupuncture, dry needling and electrolysis

These activities are classed as special procedures
in Part 4 of the Public Health (Wales) Act 2017. The Act states that from November 2024 it will be an offence to carry out special procedures without a licence
and that business premises or vehicles must be approved. It will be an offence for a practitioner to perform any procedures from premises or vehicles that are not approved.
The report explained that a new licensing scheme for these procedures was scheduled to be introduced on 29 November 2024 by the Welsh Government, under Part 4 of the Public Health (Wales) Act 2017. The report explained that:
The amount of fee to be charged by a local authority is to be determined having had regard to the costs incurred or expected to be incurred by the authority.
It went on to say that:
The national fees for new application and renewal fees were endorsed by Public Protection Wales in November 2023 and are based on the principles of Hemmings case law; the variation and other fees were endorsed by Public Protection Wales in August 2024.
The report explains that as required by regulations these fees will collectively be reviewed after one year from implementation and at the end of each subsequent three-year period.
The report recommends the adoption of the following fee schedule.

The report notes that:
The fees levied must be reasonable and should be set at a level to enable full cost recovery and compliant with case law.
