This meeting of Caerphilly Council's Cabinet was scheduled to include the approval of the minutes of the previous meeting and updates on the planned work of the Cabinet. The Cabinet were also scheduled to be asked to make decisions on a number of other issues, including the closure of a school, the amalgamation of several others, and whether to approve increases to rent and council tax.
School Reorganisation
The meeting included the consideration of statutory notices relating to a number of school reorganisation proposals that had previously been subject to public consultation.
Closure of Lewis Girls School
The Cabinet was asked to consider an objection report relating to the closure of Lewis Girls' School, and a related proposal to change Lewis School Pengam from a single-sex school to a co-educational school.
Amalgamation of Hendre Junior School and Hendre Infants School
The Cabinet was asked to consider a consultation report relating to the proposed amalgamation of Hendre Junior School and Hendre Infants School.
Federation of Cwmaber Infants School and Cwmaber Junior School
The Cabinet was asked to consider a consultation response report relating to the proposed federation of Cwmaber Infants School and Cwmaber Junior School.
Closure of Rhydri Primary School
The Cabinet was asked to consider a consultation report relating to the proposed closure of Rhydri Primary School.
Housing Revenue Account Charges
The Cabinet considered a report on proposed changes to the Housing Revenue Account charges. The report proposed increasing rent by the maximum permitted under Welsh Government policy.
(i) Rent is increased per property to the maximum permitted as per the WG rent policy which is 2.7%. This would increase the current average gross rent by £2.87 per week from £106.44 to £109.31 per week over 52 weeks.
Other Matters
The Cabinet received an update on The Performance Management Framework 2023/2024, and was asked to approve changes to it.
The Cabinet was asked to approve the following:
- That the Council Tax collection rate is maintained at 97.50% for the 2025/26 financial year
- That the Council Tax Base for 2025/26 be 62,675.70.
