Temporary Event Notice for Thirsty Ale House

The meeting report pack contains a report on an application for a Temporary Event Notice for Thirsty Ale House, 277 Church Street, Blackpool, FY1 3PB. The application was made by Rachael Wooten, for the sale of alcohol, the provision of regulated entertainment and the provision of late night refreshments at the pub between 23:00 on the 26th of December 2024 and 03:00 on the 28th of December 2024.

Lancashire Constabulary objected to the application on the grounds that:

it would undermine the Licensing Objectives... namely in relation to The Prevention of Crime and Disorder.

The police said that because the area around the pub is mainly residential:

To have a venue open until 0300 hours in this residential area may lead to an increase in crime and disorder, as drunken revellers leave the venue. In addition, this could cause complaints in relation to noise in an area not used to a terminal hour as late as this.

The police go on to argue that the length of the event could lead to:

an extremely high risk of crime and disorder... in what is already an area of deprivation, crime, disorder and ASB (sitting on the edge of Brunswick and Talbot wards).

The report notes that the Licensing Panel can choose to allow the event, to issue a counter notice preventing the event from going ahead, or to allow the event to go ahead with conditions. The report lists the conditions attached to the existing Premises Licence.

The report also notes that:

once a Temporary Event Notice is submitted and an objection received it must be considered by the Licensing Panel.
