The Derbyshire County Council Cabinet met on Thursday, 9 January 2025, approving the Childcare Sufficiency Assessment 2024-2025 for publication and allocating £953,000 for a project at Stubbin Wood School. The Cabinet also approved the adoption of a revised Library Strategy for 2025-2029, accepted a £1,366,563 grant for tree planting, and noted proposals for budget savings for 2025/26 to 2029/30.

Childcare Sufficiency Assessment 2024-2025

The Cabinet approved the Childcare Sufficiency Assessment 2024-2025 for publication, fulfilling a statutory requirement to report on the availability of childcare in Derbyshire. This assessment considers the quantity, quality, and affordability of childcare provision, with a focus on the expansion of early years funded entitlements and the wraparound childcare programme. The report indicates that overall, there are sufficient childcare places across Derbyshire to meet current demand, although Amber Valley district has been identified as a particular area of concern requiring further investigation.¹

Children's Services SEND Capital Budget (High Needs Provision Capital) Allocations

An allocation of £953,000 was approved for a project at Stubbin Wood School. This funding, from the Department for Education's SEND Capital allocation, will support the creation of permanent accommodation and suitable outside space to increase special school provision for pupils with special educational needs and disabilities (SEND). This project aims to accommodate 15 additional pupils from September 2024.²

Approval of Additional Funding - Bramley Vale Primary School

Cabinet approved additional funding for Bramley Vale Primary School from the Children's Services School Condition budget. This funding is required to complete a partial rebuild project for the school, which has been impacted by the need for further structural work on the school hall. The additional funding will allow the school to become fully operational for pupils to return.³

Active Travel England Grant Acceptance and Proposed Spend Programme

The Cabinet formally approved the acceptance of the Active Travel Capability Fund grant of £0.427m. This funding, provided under Section 31 of the Local Government Act 2003, will support the development of schemes aimed at increasing walking, wheeling, and cycling across the county. The approval also greenlit the proposed next steps for developing strategic interventions and initiating public engagement activities for Active Travel Masterplans in towns such as Belper, Glossop, and Ilkeston.⁴

Derbyshire County Council Climate Change Strategy: Annual Review of Progress (2024)

The Cabinet noted the progress made on the Derbyshire County Council Climate Change Strategy: Achieving Net Zero (2021-2025). The report highlighted a 7% reduction in the Council's own emissions between 2022-23 and 2023-24, contributing to a 73% reduction since the 2009-10 baseline. However, the report also identified challenges in reducing emissions from corporate property, streetlighting, core fleet, and grey fleet, indicating a potential shortfall in achieving the net zero target by 2032 without significant investment and external funding.⁵

Adoption of Library Strategy

The Cabinet approved the revised Library Strategy for the period 2025 to 2029 and the development of an Implementation Plan. This strategy, informed by public consultation, aims to ensure the long-term provision of Derbyshire County Council's library service within the available budget. Key changes include retaining all 43 Council-operated libraries and 2 Community Managed Libraries, removing reservation and audiobook hire charges, and standardising opening hours with an average reduction of 10%. The strategy also includes plans for outreach provision using electric vehicles and exploring community supported libraries.⁶

Acceptance of Year 5 Trees for Climate Capital Delivery Grant from Cheshire West and Chester Borough Council

Cabinet approved the acceptance of a Year 5 Trees for Climate Capital Delivery Grant (CDEL) offer of £1,366,563 from Cheshire West and Chester Borough Council. This funding will support woodland creation and tree planting for Derbyshire's Heartwood Community Forest, contributing to the Council's target of planting a million trees by 2030 and its net zero commitments. Delegated authority was also granted to Cabinet members for Corporate Services and Budget and Infrastructure and Environment to jointly approve grant offers to private landowners and accept grant for tree planting on Council land.⁷

East Midlands Combined County Authority Investment Fund

The Cabinet was updated on investment proposals under the first tranche of the East Midlands Combined County Authority's Investment Fund. Approval in principle was given for the receipt of grant funding for two projects: the South Derbyshire Growth Zone (scope extension) and the Avenue site southern access project. Delegated authority was granted for the Executive Director – Place to accept specific funding offers and authorise any required consultation.⁸

Internal Audit Charter

The Cabinet considered and endorsed the revised Internal Audit Charter, approving it as Council Policy. This update aims to make the Charter more accessible, outline clear accountability, and implement a new quality assurance framework for a more agile and data-driven service, in line with Public Sector Internal Audit Standards (PSIAS).⁹

Budget Savings Proposals 2025/26 to 2029/30

The Cabinet noted the challenging financial context for 2025/26, with a forecast budget gap of £18.624m after accounting for cost and demand pressures, particularly in Adult and Children's Social Care. The report outlined proposed savings and efficiencies totalling £17.491m for 2025/26, with a further £1.133m from an efficiency factor. These proposals will be referred to the Improvement and Scrutiny Committee Resources for consideration. The Cabinet also noted that alternative savings would need to be found if these proposals do not progress, to ensure the Council meets its legal obligation to set a balanced budget.¹⁰
