The North Buckinghamshire Area Planning Committee met on Wednesday 8 January 2025 and approved one planning application. The committee also agreed the minutes from their previous meeting.

Planning Application Approved

The committee considered application 24/02669/ADP for the submission of Reserved Matters (landscaping, appearance, scale and layout) for a dwelling and garage at Land West of Western Cottage, Addington. This application sought approval for details pursuant to an outline planning permission granted previously.

The proposal was called in by local members due to substantial local opposition, with concerns raised about the development being inappropriate for the setting, out of keeping with surrounding properties, and potentially impacting privacy. Objectors also raised concerns about inadequate information on waste and surface water disposal, and ecological harm.

The case officer's report recommended approval, subject to conditions. The report detailed how the proposed dwelling had been redesigned from previous refusals, with a reduced footprint and height, and a more traditional form. Officers assessed that the proposed siting, scale, and layout would respect the character of the area and not harm neighbouring amenities. The report also addressed concerns regarding landscaping, ecology, transport, and heritage assets, concluding that the proposal accorded with local and national planning policies.

During the meeting, local members Councillor J Chilver and Councillor Sir Beville Stanier Bt., objector Mr Richard Goodlad, and agent Mr Julian Buttel spoke on the application.

Following discussion, it was proposed by Councillor P Gomm and seconded by Councillor C Cornell that application 24/02669/ADP be APPROVED subject to the conditions detailed in section 11 of the Case Officer's report.

The minutes of the previous meeting held on 4 December 2024 were agreed as a correct record.
