Summary
The Property Sub-Committee of Staffordshire Council met on Wednesday 8 January 2025, approving proposals for new leases to academies and the lease of a property in Cannock. The meeting, chaired by Councillor Alan White, saw the committee endorse the granting of 125-year leases to two schools and a five-year lease for a community drug and alcohol recovery hub.
Proposed Leases to Academies
The committee approved recommendations to grant 125-year leases to two schools: St Bartholomew's C of E (C) School in Longnor and St Leonard's C of E (A) First School in Ipstones. These leases are to be granted in a standard format, as expected by the Department for Education, and will be at a peppercorn rent. The conversion dates for both schools are set for 1 April 2025, and they will be part of The Moorlands Primary Federation. which are indirectly supported by ensuring educational facilities are well-managed and accessible.
Lease of 5 Victoria Street, Cannock
Approval was given to grant a rent lease for the property at 5 Victoria Street, Cannock, to Chase Recovery. This lease will run until 31 March 2029, aligning with the existing Section 75 agreement. The final terms of the lease will be delegated to the Assistant Director for Commercial and Assets. Chase Recovery will use the property as a community drug and alcohol recovery hub. This initiative is expected to contribute to the council's priority outcome of To feel safer, happier and more supported in their community.
The property, formerly used for day services, was declared surplus to the council's requirements. By granting this lease at a peppercorn rent, the council anticipates saving approximately £15,000 per year in current contribution costs for temporary locations. The market rent for the accommodation is estimated at £8,500 per annum, resulting in an overall property cost saving of £6,500 annually. The report detailing this proposal is available here.
The lease will be on a full repair, insure, and liability basis. A break clause will be included, allowing the council to terminate the lease on the second anniversary and each subsequent anniversary in the event of poor performance or anti-social behaviour impacting the wider community. The decision supports the council's duty to provide drug and alcohol services in partnership with organisations like Midlands Partnership Foundation Trust (MPFT), BAC, Better Way Recovery, and Chase Recovery. The report also notes that the Cannock district has the highest number of open and active cases for the Drug and Alcohol Treatment service, highlighting the need for such facilities in the area.
