Application for the Grant of a New Premises Licence: Watling Post Office, 106 Burnt Oak Broadway, Edgware HA8 0BE
The sub-committee were scheduled to consider a report from the Licensing Manager about an application for a new Premises Licence under Section 17 of the Licensing Act 2003 for the Watling Post Office. The applicant was Mr Sathiaseelan Easwarakumar.
The application requested permission for the sale or supply of alcohol for consumption off the premises from 07:00hrs to 23:00hrs, Monday to Sunday.
Representations were received from the Council's Community Safety department and from Councillor Sara Conway, both objecting to the application.
An agreement was reached between the applicant and the Police that the application would be amended to allow the sale of alcohol off the premises between 08:00 and 22:00, Sunday to Thursday, and 08:00 to 23:00 on Friday and Saturday. The Applicant also agreed to a number of conditions, including that spirits be kept behind the counter, that no super-strength beers, ciders, or lagers be sold, that no single cans of beer, cider or lager (except premium and craft products) be sold, that no miniature bottles of alcohol (except those sold in gift packs) be sold, that a CCTV system be installed and maintained, that a refusals/incidents register be maintained, that a 'Challenge 25' policy be in place, that all alcohol is purchased from wholesalers registered with HMRC, and that all staff receive regular training on the Licensing Act 2003.
The sub-committee were scheduled to decide whether to grant the licence with the amendments agreed with the police, to add further conditions, or to refuse the application.
