Summary

The meeting noted updates to the Neighbourhood Community Infrastructure Levy (NCIL) and Road Safety and Parking (RSP) budgets. The committee also approved three NCIL funding applications, from Incredible Edible, St. John's Church, and Medium Wellbeing.

Community food growing Church Farm Open Space

The committee considered an NCIL funding request for £19,880 from Councillor Edith David for Incredible Edible's community food growing programme at Church Farm Open Space. Wendy Alcock, from Incredible Edible, explained that the project would build on a pilot, funded by the Public Health Prevention Fund, that trained people to lead community food growing projects. She explained that the funding would be used to deliver training, buy plants and materials, and host community engagement events. Ms Alcock stated that

We can definitely, as we evolve through the year, we can definitely put a stronger financial plan in place if the committee would like to see that at the end of the year.

The committee agreed to award the funding in full, subject to Incredible Edible providing a financial plan, an annual report, and biodiversity monitoring information.

St John's Church N20

The committee considered a funding application for £30,000 from Councillor Ella Rose for St John’s Church in Whetstone. The Reverend Kim explained that the Church was seeking to raise £2.6 million to create a community hub, including community meeting spaces, a café, toilets, and running water. She explained that £2.5 million had already been raised, and this bid would go towards

Showers and safe spaces to support a Night Shelter initiative Accessible toilets (the current building has no toilet facilities) Upgrade the accessibility of the building

The committee agreed to award the full amount subject to planning permission being granted and quarterly updates being provided on the construction and the project's impact on the community.

Wellbeing Cafe

Councillor Richard Barnes submitted an NCIL funding request for £26,356 for the Wellbeing Café at the New Barnet Community Centre. John Trong, from Medium Wellbeing, explained that the café helped residents, particularly those moving to the recently developed former British Gas site, to combat social isolation and access local support services. He said that the café

has been identified as a proactive and preventative support to residents, preventing issues from escalating or deterioration, particularly in their mental health and well-being, and really building up those social connections with each other.

The committee approved the funding in full subject to annual progress reports and the development of a business plan.

Neighbourhood Community Infrastructure Levy (NCIL) Road Safety & Parking (RSP) Updates

The committee noted updates to the NCIL and RSP budgets.

Councillor Cornelius raised concerns about the lack of involvement of Totteridge Ward councillors in discussions about the Totteridge Lane crossing. Councillor Rose assured Councillor Cornelius that she would share information as soon as it was available.

Councillor Whysall reported an underspend of £7,000 for a previous grant awarded to St John the Baptist Church.

Councillor Rose highlighted that the remaining NCIL budget, £24,000, should be shared equally among committee members for future applications.
